I prepared for the discussion with Tom Swarbrick, but 30 minutes before I was due to go on, I received a text to let me know that they needed to change things around, so I would not be interviewed. However, I\u2019ve decided that this conversation matters, so I\u2019m sharing my perspective here in this blog instead.<\/p>\n\n\n\n<p>From an Equality, Diversity and Inclusion perspective, this debate isn\u2019t really about dresses. It\u2019s about whether schools create safe, respectful environments for all children.<\/p>\n\n\n\n<p>Under the Equality Act 2010, schools have a legal duty to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Prevent discrimination<\/li>\n\n\n\n<li>Advance equality of opportunity<\/li>\n\n\n\n<li>Foster good relations<\/li>\n<\/ul>\n\n\n\n<p>The key question is not \u201cShould boys wear dresses?\u201d<br>The key question is: <strong>Are school policies lawful, proportionate, and centred on child wellbeing?<\/strong><\/p>\n\n\n\n<p><strong>What the Law Actually Requires<\/strong><\/p>\n\n\n\n<p>The law does <strong>not<\/strong> require schools to abolish uniform policies.<\/p>\n\n\n\n<p>Schools retain autonomy over uniform standards.<\/p>\n\n\n\n<p>However, they must ensure policies are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lawful<\/li>\n\n\n\n<li>Proportionate<\/li>\n\n\n\n<li>Non-discriminatory<\/li>\n<\/ul>\n\n\n\n<p>That includes considering whether a policy disproportionately impacts certain pupils.<\/p>\n\n\n\n<p>This is not political correctness.<br>This is compliance with the Equality Act 2010.<strong><br><\/strong><\/p>\n\n\n\n<p><strong>What Good Practice Looks Like<\/strong><\/p>\n\n\n\n<p>Many schools already manage this calmly and proportionately. The approach is often simple:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Replace \u201cboys\u2019 uniform\u201d and \u201cgirls\u2019 uniform\u201d language with a single uniform list<\/li>\n\n\n\n<li>Make trousers and skirts available to all pupils<\/li>\n\n\n\n<li>Maintain colour and branding consistency<\/li>\n\n\n\n<li>Avoid gender labelling in policy documents<\/li>\n\n\n\n<li>Frame changes within safeguarding and anti-bullying strategy<\/li>\n\n\n\n<li>Communicate clearly with parents and governors<\/li>\n\n\n\n<li>Maintain high standards of presentation<\/li>\n<\/ul>\n\n\n\n<p>Standards do not drop.<br>Behaviour does not collapse.<br>What reduces is stigma.<\/p>\n\n\n\n<p>When children feel safe and respected:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bullying reduces<\/li>\n\n\n\n<li>Attendance improves<\/li>\n\n\n\n<li>Learning improves<\/li>\n<\/ul>\n\n\n\n<p>That isn\u2019t ideology.<br>That\u2019s good education.<\/p>\n\n\n\n<p><strong>Why This Matters in Primary Schools<\/strong><\/p>\n\n\n\n<p>Primary-aged children naturally explore identity and expression. Developmentally, this is not unusual.<\/p>\n\n\n\n<p>The questions schools should ask are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Is the child safe?<\/li>\n\n\n\n<li>Is the policy proportionate?<\/li>\n\n\n\n<li>Are we unintentionally singling out pupils for not conforming to stereotypes?<\/li>\n<\/ul>\n\n\n\n<p>When adults turn normal childhood behaviour into controversy, confusion increases. Children themselves are often far less troubled than the headlines suggest.<strong><br><\/strong><\/p>\n\n\n\n<p><strong>Addressing Common Concerns<\/strong><\/p>\n\n\n\n<p>These are some of the questions often raised, and how I respond to them.<\/p>\n\n\n\n<p><strong>\u201cIsn\u2019t this political correctness gone mad?\u201d<\/strong><\/p>\n\n\n\n<p>No. This is about schools meeting their legal duties under the Equality Act and preventing bullying. Inclusive policies are about safeguarding and wellbeing \u2014 not ideology.<\/p>\n\n\n\n<p>When discrimination reduces, educational outcomes improve. That\u2019s not politics. That\u2019s evidence-based practice.<\/p>\n\n\n\n<p><strong>\u201cShouldn\u2019t schools focus on reading and maths?\u201d<\/strong><\/p>\n\n\n\n<p>Children learn best when they feel safe.<\/p>\n\n\n\n<p>If a child is being mocked or excluded because of how they dress, they are not concentrating on phonics \u2014 they are concentrating on survival.<\/p>\n\n\n\n<p>Inclusion supports academic standards. It does not compete with them.<\/p>\n\n\n\n<p><strong>\u201cWhat about parents who disagree?\u201d<\/strong><\/p>\n\n\n\n<p>Schools must respect parental views. They also have a statutory duty to protect all pupils from discrimination and harm.<\/p>\n\n\n\n<p>Policy decisions require balancing rights. In education law, the child\u2019s welfare remains central.<\/p>\n\n\n\n<p>Safeguarding is not optional.<\/p>\n\n\n\n<p><strong>\u201cIsn\u2019t this confusing children?\u201d<\/strong><\/p>\n\n\n\n<p>Exploring clothing or expression is common in childhood development.<\/p>\n\n\n\n<p>Confusion tends to arise when adults project anxiety onto normal behaviour.<\/p>\n\n\n\n<p>We should be careful not to turn adult culture wars into childhood burdens.<\/p>\n\n\n\n<p><strong>\u201cAre you saying all schools should let boys wear dresses?\u201d<\/strong><\/p>\n\n\n\n<p>I am saying schools should ensure their policies are lawful, proportionate and do not single out children for not conforming to stereotypes.<\/p>\n\n\n\n<p>That is not the same as mandating anything.<\/p>\n\n\n\n<p><strong>\u201cDoesn\u2019t this undermine biological reality?\u201d<\/strong><\/p>\n\n\n\n<p>Uniform policy is not a biology lesson.<\/p>\n\n\n\n<p>This discussion is about safeguarding, behaviour, and equality law&nbsp; not redefining science.<\/p>\n\n\n\n<p><strong>\u201cWhere does it stop?\u201d<\/strong><\/p>\n\n\n\n<p>It stops where harm begins.<\/p>\n\n\n\n<p>Schools are experienced in setting boundaries. Inclusion does not mean no rules. It means fair rules.<\/p>\n\n\n\n<p><strong>The Bigger Picture<\/strong><\/p>\n\n\n\n<p>This debate can quickly become heated, but good schools approach it calmly.<\/p>\n\n\n\n<p>They:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Keep standards high<\/li>\n\n\n\n<li>Centre safeguarding<\/li>\n\n\n\n<li>Reduce bullying<\/li>\n\n\n\n<li>Consult stakeholders<\/li>\n\n\n\n<li>Comply with the law<\/li>\n<\/ul>\n\n\n\n<p>This is not about forcing change.<br>It is about ensuring policies do not harm or stigmatise children.<\/p>\n\n\n\n<p>When children feel safe, respected, and able to be themselves within clear boundaries, they are more likely to attend, engage and achieve.<\/p>\n\n\n\n<p>That\u2019s not activism.<\/p>\n\n\n\n<p>That\u2019s responsible leadership.<\/p>\n\n\n\n<p>If we genuinely care about education, we should be asking:<\/p>\n\n\n\n<p>Are our policies protecting children?<br>Are they proportionate?<br>Are they lawful?<\/p>\n\n\n\n<p>If the answer is yes, then we are doing our job.<\/p>\n\n\n\n<p>And that more than any headline is what really matters<\/p>\n","protected":false},"excerpt":{"rendered":"<p>I was due to speak on the radio this afternoon to discuss Bridget Philllpson telling LBC that Primary schools should let boys experiment and wear dresses at school week about gender-neutral school uniform policies.
