Understanding this is vital, especially as we face growing polarisation, rising far-right narratives, and community tensions.<\/p>\n\n\n\n<p>This blog explores how <em>new racism<\/em> continues to shape our institutions and communities, and what we, as system leaders, must do about it.<\/p>\n\n\n\n<p><strong>1. New Racism: Cultural, Subtle, and Systemic<\/strong><\/p>\n\n\n\n<p>Unlike the blatant racism of the past, <em>new racism<\/em> justifies exclusion through \u201ccultural differences\u201d rather than biological superiority. It avoids direct slurs but reinforces segregation, often unconsciously.<\/p>\n\n\n\n<p><strong>Key features include:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Cultural bias disguised as \u2018common sense\u2019 values.<\/strong><\/li>\n\n\n\n<li><strong>Subtle forms of exclusion<\/strong> in employment, policing, education, and housing.<\/li>\n\n\n\n<li><strong>Well-meaning individuals unaware of their own bias.<\/strong><\/li>\n\n\n\n<li><strong>Framing equality initiatives as \u2018reverse discrimination\u2019.<\/strong><\/li>\n<\/ul>\n\n\n\n<p>For council officers, HR leads, police chiefs, housing staff, and teachers, recognising these behaviours, especially in recruitment, referrals, curriculum, community engagement, and language, is crucial.<strong><br><\/strong><\/p>\n\n\n\n<p><strong>2. The Policy Backdrop: Why \u2018Community Cohesion\u2019 Still Matters<\/strong><\/p>\n\n\n\n<p>Following the 2001 northern riots, the UK\u2019s <em>community cohesion<\/em> policy was born from urgent questions: why were young people, particularly Asian youth, erupting in frustration? Why were communities drifting into \u201cparallel lives\u201d?<\/p>\n\n\n\n<p>The <strong>Cantle Report<\/strong> proposed:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A shared sense of <strong>belonging and citizenship<\/strong>.<\/li>\n\n\n\n<li>A commitment to <strong>mutual respect<\/strong> and <strong>equal life chances<\/strong>.<\/li>\n\n\n\n<li>Policies that promote <strong>cross-cultural interaction<\/strong>, \u00a0in schools, neighbourhoods, and workplaces.<\/li>\n<\/ul>\n\n\n\n<p><strong>This remains powerful and relevant. For example:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Educators<\/strong> can embed dual identities in the curriculum (being British <em>and<\/em> Bangladeshi, for example).<\/li>\n\n\n\n<li><strong>Police forces<\/strong> can reframe \u201ccommunity safety\u201d as something co-created with ethnically diverse communities, not imposed on them.<\/li>\n\n\n\n<li><strong>Employers<\/strong> can move from box-ticking EDI to building equitable cultures where identity isn\u2019t a barrier to belonging or progression.<\/li>\n<\/ul>\n\n\n\n<p><strong>3. Britishness as a Shared Identity: &nbsp;Without Imposition<\/strong><\/p>\n\n\n\n<p>Surveys show that ethnically diverse communities often embrace <em>Britishness<\/em>, but not always <em>Englishness<\/em>, which still carries connotations of whiteness.<\/p>\n\n\n\n<p>We must be careful not to wield Britishness as a litmus test. Instead, it can be a shared <em>container<\/em> for inclusive values, fairness, respect, opportunity, democracy, while still respecting other identities (religious, cultural, or personal).<\/p>\n\n\n\n<p><strong>For local authorities, charities, and employers<\/strong>, this means:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Being <em>inclusive<\/em> in how we talk about belonging and nationhood.<\/li>\n\n\n\n<li>Creating space for <strong>dual identities<\/strong> rather than forcing single allegiance.<\/li>\n\n\n\n<li>Recognising that <em>symbolic inclusion<\/em> (e.g. the Union Jack) only works when people feel <em>seen<\/em> and <em>safe<\/em> in daily interactions.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>4. Institutional Racism: Lessons From Policing and Public Services<\/strong><\/p>\n\n\n\n<p>The <strong>Macpherson Report<\/strong> (1999) on the Stephen Lawrence murder was a wake-up call: institutional racism exists when services fail people due to their race, culture, or ethnicity \u2014 often without ill intent, but through structural neglect or ignorance.<\/p>\n\n\n\n<p>Examples include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Housing<\/strong>: how \u201creasonable\u201d anti-social behaviour expectations exclude those from larger households or different norms.<\/li>\n\n\n\n<li><strong>Schools<\/strong>: how \u201cBritish values\u201d policies disproportionately target Muslim students.<\/li>\n\n\n\n<li><strong>Policing<\/strong>: overuse of stop-and-search powers and racialised gang labels.<\/li>\n\n\n\n<li><strong>Workplaces<\/strong>: resistance to positive action due to misunderstandings about fairness.<\/li>\n<\/ul>\n\n\n\n<p>We cannot afford to be passive. Institutional racism <em>requires institutional courage<\/em>.<\/p>\n\n\n\n<p><strong>5. What Next? From Multiculturalism to Solidarity<\/strong><\/p>\n\n\n\n<p>Old multiculturalism assumed that tolerance was enough. It wasn\u2019t. <em>Community cohesion<\/em> suggests a better model: <strong>\u201cdiversity within unity\u201d<\/strong> a society where difference is respected, but shared values and mutual engagement are nurtured too.<\/p>\n\n\n\n<p>This means:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Council leaders<\/strong> must fund meaningful cross-community engagement beyond symbolic gestures.<\/li>\n\n\n\n<li><strong>Educators<\/strong> must teach dual identity and solidarity, not just festivals and food.<\/li>\n\n\n\n<li><strong>Police and housing bodies<\/strong> must build trust from the ground up, not parachute into crisis.<\/li>\n\n\n\n<li><strong>Employers<\/strong> must reimagine belonging, not just inclusion policies.<\/li>\n\n\n\n<li><strong>Charities<\/strong> must challenge internal hierarchies and centre lived experience, not just speak on behalf of others.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p><strong>Conclusion: The Time for Passive Policy is Over<\/strong><\/p>\n\n\n\n<p>The future of Britain\u2019s social fabric depends on leaders across sectors committing to more than words. We must:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Acknowledge that <em>new racism<\/em> exists.<\/li>\n\n\n\n<li>Reframe <em>Britishness<\/em> as inclusive and flexible.<\/li>\n\n\n\n<li>Promote <em>everyday solidarity<\/em>\u00a0 in schools, services, workplaces and streets.<\/li>\n\n\n\n<li>Lead courageously, especially when it&#8217;s uncomfortable.<\/li>\n<\/ul>\n\n\n\n<p>If we want real community cohesion, it must begin with those of us in positions of power and responsibility asking: <em>Are we reflecting the values we say we stand for?<\/em><\/p>\n\n\n\n<p>And if not <em>what must we change?<\/em><\/p>\n\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Introduction In our roles as public servants, educators, employers, and community leaders, we often ask: why do racial inequalities persist despite decades of legislation and good intentions?
