{"id":925,"date":"2025-08-18T18:28:53","date_gmt":"2025-08-18T18:28:53","guid":{"rendered":"https:\/\/blog.equalityanddiversity.co.uk\/?p=925"},"modified":"2025-08-18T18:28:53","modified_gmt":"2025-08-18T18:28:53","slug":"why-the-recall-of-nbpa-president-andrew-george-matters-for-anti-racism-in-policing","status":"publish","type":"post","link":"https:\/\/blog.equalityanddiversity.co.uk\/index.php\/2025\/08\/18\/why-the-recall-of-nbpa-president-andrew-george-matters-for-anti-racism-in-policing\/","title":{"rendered":"Why the Recall of NBPA President Andrew George matters for Anti-Racism in Policing"},"content":{"rendered":"\n<p>On <strong>9 August 2025<\/strong>, <em>The Irish News<\/em> revealed that the <strong>Police Service of Northern Ireland (PSNI)<\/strong> has ordered <strong>Chief Inspector Andy George<\/strong>, President of the <strong>National Black Police Association (NBPA)<\/strong>, to return to duty on <strong>1 October 2025<\/strong>.<\/p>\n\n\n\n<p>The timing is more than curious &#8211; it\u2019s deeply concerning:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>One day before NBPA presidential voting closes<\/strong><\/li>\n\n\n\n<li><strong>During the NBPA\u2019s national conference<\/strong><\/li>\n\n\n\n<li><strong>Just 24 hours after PSNI launched its Race &amp; Ethnicity Action Plan<\/strong><\/li>\n<\/ul>\n\n\n\n<p>From the <strong>Alliance for Police Accountability&#8217;s (APA)<\/strong> perspective, this is not an ordinary staffing decision. It is a direct challenge to NBPA\u2019s independence and risks further eroding trust in PSNI\u2019s already fragile anti-racism commitments.<\/p>\n\n\n\n<p><strong>The NBPA\u2019s Role and Independence<\/strong><\/p>\n\n\n\n<p>The NBPA represents <strong>over 6,000 Black, Asian and minority ethnic officers and staff<\/strong> across the UK. Its president is <strong>elected by members<\/strong>, not appointed by a chief constable. This independence is not symbolic it is essential to holding policing to account on race equality.<\/p>\n\n\n\n<p>To recall Andy George <strong>mid-election<\/strong>, whilst he has an active <strong>race discrimination<\/strong> and <strong>political victimisation<\/strong> case, creates a <strong>perception of interference<\/strong> in a democratic process.<\/p>\n\n\n\n<p>It sends a dangerous signal: that representative bodies are only free to lead when their leaders do not challenge institutional power.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>The Race &amp; Ethnicity Action Plan Problem<\/strong><\/p>\n\n\n\n<p>The PSNI\u2019s recently launched <strong>Race &amp; Ethnicity Action Plan<\/strong> should have been an opportunity to rebuild trust. Instead, it raises red flags:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>No ring-fenced funding<\/strong><\/li>\n\n\n\n<li><strong>No measurable targets<\/strong><\/li>\n\n\n\n<li><strong>No timelines<\/strong><\/li>\n\n\n\n<li><strong>No independent accountability<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Without these safeguards, an \u201caction plan\u201d risks being little more than <strong>public relations dressed as progress<\/strong> a common criticism when institutions launch initiatives without real structural change.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Representation Matters<\/strong><\/p>\n\n\n\n<p>Numbers speak volumes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Only 50 of PSNI\u2019s 6,200 officers<\/strong> are from an ethnic minority background.<\/li>\n<\/ul>\n\n\n\n<p>Removing the UK\u2019s most senior ethnic minority police leader from a <strong>full-time equality role<\/strong> and doing so mid-election sends a message that <strong>leadership is conditional on silence<\/strong>, not on courage or competence.<\/p>\n\n\n\n<p>For communities who already feel over-policed and under-protected, this reinforces the perception that equality work in policing is tolerated only when it is convenient.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>APA\u2019s Call to Action<\/strong><\/p>\n\n\n\n<p>We call on:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li><strong>Northern Ireland\u2019s Justice Minister<\/strong> and the <strong>NI Policing Board<\/strong> to safeguard NBPA\u2019s independence.<\/li>\n\n\n\n<li><strong>PSNI<\/strong> to <strong>delay the recall<\/strong> until after NBPA elections have concluded.<\/li>\n\n\n\n<li>An <strong>independent review<\/strong> of the Race &amp; Ethnicity Action Plan \u2014 fully funded, time-bound, and benchmarked against national <strong>Police Race Action Plan (PRAP)<\/strong> standards.<\/li>\n\n\n\n<li><\/li>\n<\/ol>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Why This Goes Beyond Northern Ireland<\/strong><\/p>\n\n\n\n<p>This is <strong>not just a Northern Ireland story<\/strong>. If <strong>one chief constable<\/strong> can recall a <strong>nationally elected<\/strong> NBPA president mid-election, then the independence of <strong>all representative policing bodies<\/strong> is at risk.<\/p>\n\n\n\n<p>Policing by consent relies on <strong>trust<\/strong>,\u00a0and trust depends on the freedom to <strong>hold power to account without fear of retaliation<\/strong>.<\/p>\n\n\n\n<p><strong>This moment matters.<\/strong><br>It is a litmus test for whether police forces can commit to <strong>anti-racism in more than words<\/strong> and whether those leading that work can do so without political interference.<\/p>\n\n\n\n<p>The stakes are clear: <strong>silence the voice, weaken the movement.
