At a time when hostility toward ethnically diverse people is rising, the responsibility of governing boards to protect, include and champion every member of the school community is greater than ever.<\/p>\n\n\n\n<p>Inclusion is not a \u201cnice to have\u201d; it is a measure of the school\u2019s values and a safeguard for its future. When schools get inclusion right, they get education right. For governors, this means embedding equality, diversity and inclusion (EDI) and anti-racism into the very fabric of decision-making, leadership, and safeguarding.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Key Messages for Governors<\/strong><\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Inclusion is leadership in action<\/strong> \u2013 it is not delegated to one individual (e.g. the SENCO or EDI lead), but must be modelled and upheld by the whole leadership team and governing board.<\/li>\n\n\n\n<li><strong>Anti-racism is active, not passive<\/strong> \u2013 schools must go beyond \u201cnot being racist\u201d to challenging racism wherever it is found, in curriculum, culture, or community.<\/li>\n\n\n\n<li><strong>Safeguarding means cultural safety<\/strong> \u2013 children, parents and staff must feel safe to show up as their authentic selves without fear of hostility, discrimination or isolation.<\/li>\n\n\n\n<li><strong>Communication builds trust<\/strong> \u2013 transparent and consistent engagement with parents, carers and staff is essential to reduce fear, increase understanding and build belonging.<\/li>\n\n\n\n<li><strong>EDI is a safeguard, not an add-on<\/strong> \u2013 embedding EDI across policies, practice and governance protects children and adults from harm and upholds legal duties under the Equality Act 2010.<\/li>\n<\/ol>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Safeguarding Actions Anchored in EDI and Anti-Racism<\/strong><\/p>\n\n\n\n<p>To safeguard children, staff, and parents in this climate, governors should ensure that the following commitments are lived out in practice:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Visible commitment to anti-racism<\/strong>: Clear policies, publicly communicated, stating zero tolerance for racism and hostility.<\/li>\n\n\n\n<li><strong>Safe reporting systems<\/strong>: Easy, confidential processes for pupils, staff, and parents to report racist or discriminatory incidents, with transparent follow-up.<\/li>\n\n\n\n<li><strong>Governance accountability<\/strong>: Governors should scrutinise data on bullying, exclusions, and complaints through the lens of race and ethnicity.<\/li>\n\n\n\n<li><strong>Cultural safety in safeguarding<\/strong>: Training for staff and governors on how racism and exclusion impact mental health and safeguarding risks.<\/li>\n\n\n\n<li><strong>Communication with parents<\/strong>: Clear information for families about school commitments to inclusion and anti-racism, particularly in areas where ethnically diverse people are under-represented.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Ten Actions Schools Should Take<\/strong><\/p>\n\n\n\n<p>To strengthen safeguarding and inclusion, particularly in less diverse communities, schools should:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Adopt and publish an anti-racism statement<\/strong>, with clear actions and accountability overseen by the governing board.<\/li>\n\n\n\n<li><strong>Train all staff and governors<\/strong> on recognising, addressing, and preventing racism and bias, including microaggressions.<\/li>\n\n\n\n<li><strong>Establish safe spaces<\/strong> for children and staff from ethnically diverse backgrounds to share concerns and feel supported.<\/li>\n\n\n\n<li><strong>Ensure curriculum representation<\/strong> \u2013 review and diversify teaching materials so children see themselves reflected positively.<\/li>\n\n\n\n<li><strong>Introduce parent and community forums<\/strong> to strengthen dialogue, build trust, and ensure parents from under-represented groups feel included.<\/li>\n\n\n\n<li><strong>Monitor and analyse safeguarding and behaviour data<\/strong> by ethnicity to identify disparities (e.g. in exclusions, detentions, attainment, complaints).<\/li>\n\n\n\n<li><strong>Celebrate cultural diversity visibly<\/strong> through events, assemblies, and displays, while avoiding tokenism.<\/li>\n\n\n\n<li><strong>Strengthen communication channels<\/strong> \u2013 provide clear, accessible reporting routes for parents and carers who may fear speaking up.<\/li>\n\n\n\n<li><strong>Ensure recruitment practices<\/strong> at all levels reflect commitments to diversity and fair representation.<\/li>\n\n\n\n<li><strong>Champion allyship and bystander training<\/strong> so staff and pupils learn to challenge racism and accountable, and ensure that the school is not just compliant but courageous in standing against hostility and for equality.<\/p>\n\n\n\n<p>When governors lead with vision and commitment, schools
